Mr. Barletta is President of BWI Sparrows Point, L LC; General Partner of SPS Limited Partnership, the owner of Sparrows Point Shipyard/Industrial Complex, Baltimore, MD; and President of Barletta Engineering Corporation, Canton, MA.  Sparrows Point Shipyard/Industrial complex was acquired at auction in November, 2003 by SPS Limited Partnership LPP.  Since assuming command of Barletta Engineering Corporation, a fourth generation construction company in 1997, Mr. Barletta has directed its growth and expansion, increasing annual revenues from $50 million to $145 million in 2002.  Barletta Engineering has extensive experience in large-scale public and private work and has completed projects with agencies such as the Massachusetts Highway Department and Central Artery/Tunnel Project, the Massachusetts Water Resources Authority and Boston Harbor Project, the Massachusetts Bay Transportation Authority, the Massachusetts Port Authority, the Boston Redevelopment Authority, the New Hampshire Department of Transportation, the Manchester Airport Authority, and various municipalities and private clients.  He is a member of the board of Construction Industries of Massachusetts, and a graduate of Northeastern University.

Heather B. Sites
Project Engineer and Manager

Ms. Sites is responsible for environmental permitting and monitoring programs at Sparrows Point Shipyard. Additionally, she supervises various subcontractors for environmental, geotechnical, engineering and survey projects at the shipyard.

Ms. Sites has experience performing environmental preliminary assessments and site assessments for residential, commercial, and industrial properties, as well as environmental permitting for industrial properties.  She has also designed and conducted exploratory and remedial investigations, including field sampling, for both environmental and geotechnical standards. 

Ms. Sites also has 40 hours of OSHA Health and Safety training, and is also trained as a Portable Nuclear Gage RSO and Operator.

She has a degree in Environmental Engineering from Massachusetts Institute of Technology.
